WeChat Pay for Foreign Companies: Acceptance Paths and Requirements
September 28, 2026
Global payment gateways fail behind the firewall. For China-bound checkout, WeChat Pay is the standard replacement — but foreign companies face entity, compliance, and merchant-onboarding prerequisites before a single API call works.
This article maps WeChat Pay for foreign companies across the three acceptance paths: a mainland China path, an overseas-direct path, and an institution-partner path. It covers which entity holds the agreement, what documents each path requires, how settlement works, and which business categories are permitted.
TL;DR
- WeChat Pay is often expected at checkout for China consumers — the canonical China-accessible payment API.
- Two acceptance surfaces: native checkout inside a Mini Program, or H5 pay from a mobile web page. The account type gates who may apply — see why the account type gates payment.
- ICP and entity requirements still apply — the same filed entity (typically a WFOE) underpins Mini Programs and mainland-hosted checkout. See Bei'an (ICP filing) for the definition.
Why checkout breaks without WeChat Pay
WeChat is where discovery, social proof, and payment converge for many China consumers. WeChat Pay is often expected at checkout. When that gateway fails for a mainland visitor, the result is not a slow page — it is a broken checkout. (Not sure whether the gateway is blocked or just slow? Run the four China measurements.) The payment form never loads. The redirect never fires. The customer abandons.
Global gateways rely on client-side calls to endpoints that time out for mainland visitors. The checkout page renders, but the payment step does not complete. Replacing a blocked global gateway therefore often pairs with a WeChat-native checkout — see the blocked-API playbook for the dependency audit.
The vehicle — Mini Program, H5 page, or native app — shapes the integration pattern. For the vehicle decision, see our Mini Program vs H5 vs app comparison. This article covers the acceptance side: which path connects your company to WeChat Pay, and what prerequisites each path requires.
Path 1: WeChat Pay inside a Mini Program
In-Mini-Program checkout keeps the user inside WeChat. The customer authenticates through WeChat, pays without leaving the app, and returns to your flow — a typical fit for D2C checkout.
The Mini Program must be registered and WeChat-verified before it can bind a WeChat Pay merchant ID. Accepted applicants are mainland-registered entities — typically a WFOE (WFOE vs HK entity). A Hong Kong entity alone does not qualify for this path.
Ecosystem work runs in parallel with compliance — see the five-stage Mini Program filing flow.
Path 2: H5 pay from a mobile web page
H5 pay is the WeChat Pay flow for mobile web pages. It serves the same function as in-Mini-Program checkout but does not require a Mini Program build. The customer opens your mobile web page in a mobile browser and triggers the WeChat Pay flow. See H5 pay for the term definition.
H5 pay fits merchants that already operate a mobile website. It is also the right surface when checkout lives on a page that cannot be rebuilt as a Mini Program — a campaign landing page, a partner site, or a content-driven product page. The same merchant-onboarding prerequisites apply. The difference is the integration surface, not the acceptance requirements.
What WeChat Pay connects to
WeChat Pay does not operate in isolation. Production checkout links payment to your orders, CRM, or ERP: confirmations trigger fulfillment, payment events update records, and refunds post back through the same stack.
These integrations require mainland-hosted APIs that your checkout calls server-side. Your backend must receive and verify payment notifications, manage order state, and handle refund requests — all from infrastructure reachable from mainland China. The infrastructure service covers the hosting and CDN layer that keeps those API calls reliable.
WeChat Pay prerequisites for foreign companies: entity, ICP filing, and merchant onboarding
Three acceptance paths lead to WeChat Pay. They differ in who can apply, what documents are required, how long review takes, and how settlement works.
Domain clarification. The mainland and cross-border merchant platform is pay.weixin.qq.com ("Powered By Tencent & Tenpay"). pay.wechat.com is a different site — WeChat Pay Hong Kong Limited's consumer-wallet site. Merchant onboarding happens on pay.weixin.qq.com, not pay.wechat.com. The merchant-platform pages behind this fact are logged with access dates in our source registry.
The three paths at a glance
| Mainland path | Overseas: institution partner | Overseas: direct agreement | |
|---|---|---|---|
| Who can apply | Mainland-registered entities | Merchants outside mainland China, via an acquiring institution | Hong Kong merchants per the official FAQ; other official pages differ (see below) |
| Agreement with | WeChat Pay (merchant ID bound to APPID) | No direct agreement — institution signs with WeChat Pay | WeChat Pay directly |
| Fund settlement | Merchant's mainland corporate bank account | WeChat Pay → institution → merchant | WeChat Pay → merchant directly |
| Review timeline | 1–2 working days | Set by the institution | 7–15 days, notified by email |
Entity status → acceptance path
Your entity structure determines which WeChat Pay path is available. The table maps each entity type to its acceptance path and review timeline.
| Entity status | Available path | Review timeline |
|---|---|---|
| Mainland-registered entity (WFOE) | Mainland path — merchant ID bound to APPID | 1–2 working days |
| Hong Kong entity | Overseas-direct path — Business Registration Certificate required | 7–15 days by email |
| Other overseas entity | Institution-partner path — no direct agreement | Set by the institution |
Any mainland-hosted checkout adds the ICP filing window (2–4 weeks) and an ICP license assessment on top of the merchant-onboarding timeline. For the full launch order — entity, filing, CDN, Mini Program, merchant — see the China launch sequencing map.
Mainland path — documents and flow
Required documents: business license, corporate bank account, and legal-representative ID. After approval (1–2 working days), sign the agreement online and bind the merchant ID to your Mini Program's APPID. The merchant account is one of six launch obligations — see who holds what in the full obligations matrix.
Overseas direct — documents and flow
Eligibility is stated inconsistently across official pages: the FAQ says only Hong Kong merchants are supported, a country list dated 2020-05-06 names 64 countries, and the direct integration guide names Hong Kong (China) and the UK. Confirm eligibility with WeChat Pay before committing to the direct path.
Required documents:
- Certificate of incorporation, with number, validity, and scan
- Business Registration Certificate — Hong Kong applicants only
- Legal-representative details
- Ultimate beneficial owner (UBO) details
- Contact information, plus an authorization letter if the contact is not the legal representative
- Bank settlement information
The flow: online application → approval → sign the agreement online → configure the account. Review takes 7–15 days after submission, with notification by email.
Overseas institution path
No agreement is signed between WeChat Pay and the merchant. Fund settlement runs between WeChat Pay and the institution, which is responsible for transferring the funds to the affiliated merchant. The institution sets the commercial terms with the merchant.

Source provenance. The cross-border figures in this table — the 7–15-day review window, T+1 settlement, the 800 USD minimum, and the SHA wire-fee model — trace to WeChat Pay's former wiki/FAQ tree. That tree now redirects to the current merchant documentation, which does not restate them. The figures stay anchored to the retired URLs as originally cited; the source registry's retirement notes record the access and re-probe dates. The current documentation still verifies direct-path eligibility for Hong Kong (China) and the UK, and the published settlement-currency list.
Settlement (cross-border)
Official pages list 26 settlement currencies. Settlement runs T+1. The minimum settlement amount is 800 USD or equivalent. Settlement currency is chosen at merchant-ID registration and cannot be changed afterward. Wire transfer fees follow the SHA model: WeChat Pay covers the remitting bank's fee; the merchant bears intermediary and beneficiary bank fees. The published currency and country lists carry 2020-era timestamps — treat them as listed, not confirmed current.
Fees
Cross-border transaction rates are not published. They are set in the merchant agreement or by the acquiring institution. For mainland merchants, WeChat Pay charges no application fee. A transaction service fee applies, set by business category, ranging from 0.6%–1%. The official category table shows 0.6% as typical, with 0.3% for specific categories such as fuel and courier services.
Permitted and forbidden categories (cross-border)
Cross-border WeChat Pay transactions are subject to Chinese law and SAFE approval. Official rules list permitted categories: goods trade, airline tickets, hotels, overseas education, tourism tickets, international logistics, car rental, conferences, software services (excluding virtual-asset top-ups), medical, and training.
Forbidden categories include: payday loans, securities, insurance (except specified travel and accident products), forex, P2P lending, gambling, porn, crypto trading, VPN/VPS services, and counterfeit goods.
Entity and ICP prerequisites
For mainland-hosted checkout, a mainland company or qualifying partner — typically a WFOE — holds the ICP filing. Filing typically takes 2–4 weeks with complete documents. If the Mini Program or site sells goods or services, assess whether an ICP license is also needed. Marketplaces, paid platforms, and regulated categories require an ICP license on top of the filing. The Mini Program itself needs its own filing before WeChat will publish it — see Mini Program ICP filing. See ICP compliance and the ICP filing timeline for detail.
Where WeChat Pay onboarding stalls
Merchant onboarding fails at predictable points. Most stalls trace to one of six causes:
- Wrong domain. Teams submit to
pay.wechat.com— the consumer-wallet site, not the merchant platform (see the domain clarification above) — and wait for a response that never comes. - Entity mismatch found late. The same mainland-registered entity must underpin the Mini Program registration, the domain filing, and the merchant account — keep all three under one entity from the start.
- Direct-path eligibility ambiguity. Official pages disagree on who qualifies — the three-source breakdown is in the overseas-direct section above. Confirm with WeChat Pay before committing.
- Settlement currency locked at registration. The choice is permanent for the life of the account — plan the currency before you submit (details in the settlement section above).
- Missing authorization letter. If the contact person is not the legal representative, the overseas-direct path requires an authorization letter. This document is easy to overlook and blocks the application.
- 2020-era lists treated as current. The currency and country lists carry 2020-era timestamps (see the settlement note above) — verify with WeChat Pay before relying on a specific entry.
Path selector: match entity, surface, and settlement currency
Answer three questions — who holds the entity, which surface carries checkout, and whether settlement must land in a foreign currency. Entity status decides the path; surface and currency attach the notes. The table below lists all twelve combinations and stays fully readable with JavaScript disabled. The mapping restates the entity status → acceptance path matrix and the merchant onboarding document checklist — see also the WeChat Pay merchant account glossary entry.

FAQ: WeChat Pay for foreign companies
Do I need a Mini Program to accept WeChat Pay?
No. H5 pay works from a mobile web page and does not require a Mini Program build. Mini Program checkout is the D2C-native fit — the customer authenticates through WeChat and pays without leaving the app. The choice between the two is a vehicle decision, not a payment decision.
Do we need a China entity and ICP filing?
Entity and ICP requirements apply for mainland-hosted checkout. Typically a WFOE holds the filing. Filing takes 2–4 weeks with complete documents.
What is H5 pay?
H5 pay is the WeChat Pay flow for mobile web pages. It serves the same function as in-Mini-Program checkout but does not require a Mini Program build. The customer opens your mobile web page and triggers the WeChat Pay flow from any mobile browser.
Do we also need an ICP license?
Assess whether the Mini Program or site sells goods or services. Marketplaces, paid platforms, and regulated categories require an ICP license on top of the filing. The filing alone is the baseline for most commercial sites.
Can we accept WeChat Pay without a mainland entity?
Yes, through two paths. The overseas-direct path accepts Hong Kong entities — and, per one guide, UK entities — without a mainland entity. The institution-partner path does not require a mainland entity either. The mainland path is only open to mainland-registered entities; a Hong Kong entity alone does not qualify.
Who qualifies for the overseas-direct path?
Eligibility is stated inconsistently across official pages. The FAQ says only Hong Kong merchants are supported. A country list dated 2020-05-06 names 64 countries. The direct integration guide names Hong Kong (China) and the UK. Confirm eligibility with WeChat Pay before committing to the direct path.
What documents does merchant onboarding require?
For the mainland path: business license, corporate bank account, and legal-representative ID. For the overseas-direct path: certificate of incorporation (with number, validity, and scan), Business Registration Certificate (Hong Kong applicants only), legal-representative details, ultimate beneficial owner details, contact information, an authorization letter if the contact is not the legal representative, and bank settlement information. The institution-partner path has no direct agreement — the institution sets the requirements.
How long does approval take?
The mainland path reviews in 1–2 working days. The overseas-direct path takes 7–15 days, notified by email. The institution-partner path timeline is set by the institution. If your checkout is mainland-hosted, add 2–4 weeks for the ICP filing.
Can we change settlement currency later?
No. Settlement currency is chosen at merchant-ID registration and cannot be changed afterward. Official pages list 26 settlement currencies. Settlement runs T+1, with a minimum settlement amount of 800 USD or equivalent. Wire transfer fees follow the SHA model. Plan your currency before you submit.
What does WeChat Pay cost?
For mainland merchants, WeChat Pay charges no application fee. A transaction service fee applies, set by business category, ranging from 0.6%–1%. The official category table shows 0.6% as typical, with 0.3% for specific categories such as fuel and courier services. Cross-border transaction rates are not published — they are set in the merchant agreement or by the acquiring institution.
Is our business category supported?
Cross-border WeChat Pay transactions are subject to Chinese law and SAFE approval. Permitted categories include: goods trade, airline tickets, hotels, overseas education, tourism tickets, international logistics, car rental, conferences, software services (excluding virtual-asset top-ups), medical, and training. Forbidden categories include: payday loans, securities, insurance (except specified travel and accident products), forex, P2P lending, gambling, porn, crypto trading, VPN/VPS services, and counterfeit goods.
pay.weixin.qq.com or pay.wechat.com?
The mainland and cross-border merchant platform is pay.weixin.qq.com ("Powered By Tencent & Tenpay"). pay.wechat.com is a different site — WeChat Pay Hong Kong Limited's consumer-wallet site. Merchant onboarding happens on pay.weixin.qq.com, not pay.wechat.com.
Does the Mini Program need its own filing first?
Yes. The Mini Program itself needs its own filing before WeChat will publish it. The same filed entity (typically a WFOE) that holds the ICP filing typically holds the Mini Program registration and the WeChat Pay merchant account. See our Mini Program ICP filing article for the full flow.
What runs on the backend after payment succeeds?
Production checkout links payment to your orders, CRM, or ERP. Confirmations trigger fulfillment, payment events update records, and refunds post back through the same stack. These integrations require mainland-hosted APIs that your checkout calls server-side. Your backend must receive and verify payment notifications, manage order state, and handle refund requests from infrastructure reachable from mainland China.
Do we need Alipay too?
Yes, if your mainland audience uses both wallets — Alipay and WeChat Pay are separate acceptance agreements with separate onboarding, merchant IDs, and integrations, so accepting one does not grant the other. On the mainland path, the same filed entity (typically a WFOE) that holds the ICP filing typically holds both acceptance agreements. Alipay runs a global merchant portal at global.alipay.com, which redirects online/offline payment product inquiries to Antom (antom.com). Whether Alipay offers acceptance paths equivalent to WeChat Pay's overseas-direct or institution-partner paths is not documented on the landed portal — confirm through Antom. The side-by-side decision frame is in our Alipay vs WeChat Pay glossary comparison. One boundary to keep in mind: wallet acceptance is not card acceptance — holding a wallet agreement does not by itself mean accepting UnionPay cards, a separate surface covered in our UnionPay (银联) definition.
