SAFE (State Administration of Foreign Exchange / 国家外汇管理局)
Definition
The State Administration of Foreign Exchange is China's foreign-exchange regulator. The institution's own English portal at safe.gov.cn/en carries the title "State Administration of Foreign Exchange" — an official English self-designation quoted from the live portal. The Chinese portal at safe.gov.cn titles itself 国家外汇管理局门户网站; the body header reads 国家外汇管理局. "SAFE" is the standard English abbreviation. The CN portal prints a language switcher: 简体中文 / 繁体中文 / English.
On this site's four-domain model, SAFE owns the money flows: cross-border settlement and foreign exchange. The four-domain framing — "MIIT notices, CAC orders, a SAFE measure, WeChat platform gates" — appears on the regulations timeline. Within that framing, SAFE is the authority behind the payment-institution registration regime that governs how cross-border electronic payments clear through cooperating banks.

What SAFE does on this site's beat
On the questions this site covers, SAFE's role comes down to two things, both already cited on existing pages.
The 2019 Measures for payment institutions' foreign-exchange business
SAFE issued the Measures for payment institutions' foreign-exchange business (汇发〔2019〕13号) on 2019-04-29, effective from date of issue. The Measures define payment-institution FX business as small-value, fast, convenient current-account electronic payment services provided for cross-border transactions of e-commerce operators and consumers through cooperating banks — including agency FX settlement and sale (代理结售汇) and related fund receipt and payment.
Key institution-level obligations:
- Directory registration. Payment institutions must complete directory registration with SAFE before conducting the business. Registration is valid five years.
- Per-transaction cap (Art. 15). A payment institution's per-transaction amount may in principle not exceed the equivalent of USD 50,000. Genuine over-limit needs go through a registration-change application.
- Completion duty. The institution must complete FX settlement and sale processing within T+1 — the first working day after the day funds are received.
These are institution-level obligations on payment institutions. Merchants do not individually file with SAFE. The cross-border settlement page owns the merchant-side mechanics.
What the portals publish
As printed on the SAFE portals (section labels and list titles, quoted from the live pages):
- Rules and Regulations — includes a "Catalog of Current Major Laws and Regulations in Effect on Foreign Exchange" (listed 2025-07-31 on the EN portal).
- Data and Statistics — balance of payments, external debt, international investment position, international trade in goods and services, foreign exchange settlement and sales by banks, foreign exchange reserve data, transactions in the Chinese foreign exchange market.
- Administration Information — QDII/QFII/RQFII lists with investment quotas; List of Banks Engaging in Spot Foreign Exchange Settlement and Sales; banks engaging in derivative (forward) businesses; market-makers in RMB-Forex interbank trading; franchised currency-exchange institutions; cross-border foreign-currency transport institutions.
The EN portal also prints section headings: SAFE News, Rules and Regulations, Data and Statistics, Administration Information, Publications, Exchange Rate, Links. The CN portal prints: 外汇新闻, 要闻发布, 政策法规解读, 数据解读.
These are printed labels, not a mandate paraphrase. The functions subpage (机构职能 / Major Functions) was not fetched for this page, so its mandate text is not quoted here.
Where SAFE sits vs the other regulators
This site uses a four-domain framing for the regulators that touch a mainland China digital entry: "MIIT notices, CAC orders, a SAFE measure, WeChat platform gates" (regulations timeline).
Within that framing:
- MIIT — ICP filing and license; APP filing
- PSB — police-side registration after the ICP filing issues
- SAFE — cross-border settlement and foreign exchange
- CAC — data-export instruments (Orders No.11, No.13, No.16) and news pre-approval for Mini Program categories
SAFE does not issue ICP filings. SAFE does not handle police registration. SAFE does not regulate data exports. Each regulator on this list owns its own domain.
What this page deliberately does not cover
This page is definitional. It identifies SAFE, names the 2019 Measures, and lists the section labels printed on the portals. It does not cover:
- Merchant settlement mechanics. The 26 settlement currencies, T+1 settlement cycle, 800 USD minimum, permitted and forbidden categories — these are WeChat Pay merchant-platform terms, listed on published pages and marked "listed, not confirmed current" on this site. The cross-border settlement page owns those numbers.
- Leadership, organizational structure, or staffing. Names are printed on both portals but remain outside this page's claims, per the cac.html honesty precedent.
- Mandate text. The functions subpage (机构职能 / Major Functions) was not fetched for this page. This page does not paraphrase a SAFE mandate sentence.
- Statistics or enforcement data. The portal headlines carry dated trade and balance-of-payments figures; none may be restated from this page.
- Founding history or PBOC relationship. The EN portal prints a joint "Notice of PBC and SAFE" document title; this page does not generalize it into an institutional relationship claim.
- A general division of labor among Chinese regulators. The four-domain framing above is the extent of what this site claims. Any broader taxonomy would go beyond banked facts.
Frequently asked questions
What is SAFE (国家外汇管理局)?
China's foreign-exchange regulator. The official Chinese name is 国家外汇管理局; the institution's own English portal titles itself "State Administration of Foreign Exchange" — an official English self-designation from the live portal at safe.gov.cn/en. "SAFE" is the standard English abbreviation. On this site's four-domain model, SAFE owns the money flows: cross-border settlement and foreign exchange.
Does SAFE approve each of my cross-border transactions?
No. SAFE's regime is a directory-registration framework on payment institutions, not a per-merchant or per-transaction approval queue. The 2019 Measures (汇发〔2019〕13号) require payment institutions to register with SAFE before conducting FX business, cap single transactions at the equivalent of USD 50,000 in principle (Art. 15), and require T+1 completion. These are institution-level obligations; merchants do not individually file with SAFE. See cross-border settlement.
Is SAFE the authority for my ICP filing or data-export approvals?
No — separate authorities. On this site's four-domain model: MIIT owns the ICP filing and APP filing; the PSB handles police-side registration after the filing; the CAC owns the data-export instruments (Orders No.11/13/16) and news-category pre-approval; SAFE owns cross-border settlement and foreign exchange.
What does SAFE publish?
As printed on its portals: a Rules and Regulations section (including a catalog of current major laws and regulations in effect on foreign exchange); a Data and Statistics section (balance of payments, external debt, international investment position, foreign exchange settlement and sales by banks, reserve data); and an Administration Information section (QDII/QFII/RQFII lists with investment quotas, banks engaging in spot foreign-exchange settlement and sales, market-makers in RMB-Forex interbank trading). These are printed section labels, not a mandate paraphrase.
Who sets my WeChat Pay settlement terms — SAFE or WeChat Pay?
Both sit in different layers. SAFE's Measures set the institution-level frame your payment institution operates inside (directory registration, caps, completion duties). The commercial terms — settlement currency fixed once at registration, payout schedule, minimums — are WeChat Pay merchant-platform terms, listed on its published pages and marked "listed, not confirmed current" on this site. The cross-border settlement page owns those numbers.
