MIIT (Ministry of Industry and Information Technology)
Definition
MIIT (中华人民共和国工业和信息化部, Ministry of Industry and Information Technology) is the national ministry whose systems run mainland filing verification and licensing. When you submit an ICP filing, the hosting provider forwards your information through the MIIT pipeline: MIIT SMS verification from 12381, provincial Communications Administrations review, and filing number issuance. MIIT also licenses the operators that can run CDN services in mainland China.
What MIIT is
- The regulator the filing pipeline passes through. Your hosting provider submits your information, then the regulatory chain runs: provider initial review, MIIT SMS verification, provincial Communications Administration review, and filing number issuance.
- The source of the SMS verification step. MIIT sends the verification SMS from 12381, and you must complete it at
beian.miit.gov.cnwithin 24 hours. In the documented Mini Program flow, the SMS typically arrives 5–10 minutes after the approval message, allows a maximum of five attempts, and auto-resends once after 12 hours. Once the filing is approved, the same portal also hosts the public ICP filing lookup of approved records. - The body whose provincial Communications Administrations (under the MIIT pipeline) review filings. Provincial review runs within 20 working days.
- The authority that licenses CDN operators. Only MIIT-licensed operators can serve the mainland. JD Cloud — not Cloudflare — holds the MIIT licenses to operate CDN services in China.
- The ministry whose name appears on the filing portal, the SMS verification code, and every CDN operator license. The filing service itself is free; the cost is in the time and documentation the pipeline requires.
What it is not
- Not the public-security (police) filing. The public-security filing is a separate step that happens after the ICP filing number issues. MIIT runs the filing pipeline; public security handles its own registration afterward.
- Not the hosting provider. MIIT does not host your site or run your filing portal. The provider (Alibaba Cloud, Tencent Cloud) runs the portal and forwards your submission into the MIIT pipeline.
- Not the reviewer of CDN content vetting. JD Cloud vets content for the Cloudflare China Network. MIIT holds the operator licenses; it does not review individual CDN content decisions.
- Not the data-protection law. PIPL is a separate statute; MIIT's pipeline ends at the filing number and the public-security registration.
Why MIIT matters for foreign companies
Every mainland deployment touches MIIT systems. The 24-hour SMS verification window at beian.miit.gov.cn is a hard deadline — past it, the documented flow returns the filing for resubmission from scratch. Keep the responsible person's phone reachable and the last six digits of their ID ready; the verification form asks for both. After approval, the same portal is also where the public record is queryable — see the ICP filing lookup.
The filing application system is Chinese-only. The documented flows offer no English interface — a practical constraint for international teams without China-based staff. Plan who handles the Chinese-language steps before you start.
Provider account gates connect to MIIT rules. Not every hosting provider works with every entity structure. The provider must accept your entity type and business category before the filing enters the MIIT pipeline. Both Alibaba Cloud and Tencent Cloud portals run the same regulatory pipeline — MIIT review, provincial review, public-security filing. The choice point is which provider's portal your entity can file through.
MIIT-held CDN licenses decide which providers can serve the mainland. Only operators with MIIT-issued CDN licenses can deliver content from mainland edge nodes. This is why Cloudflare's China Network runs on JD Cloud's licenses, and why no global CDN can serve the mainland without a licensed local partner. The access requirements include a valid ICP filing or license for each apex domain, display of the ICP number in the page footer, and JD Cloud content vetting before enablement.
Common misconceptions
"Verification can wait." The SMS window is 24 hours at beian.miit.gov.cn, with a maximum of five attempts. Miss the window and the filing is returned and must be resubmitted from scratch. Have the responsible person available and the ID digits ready before the SMS arrives.
"Any global CDN can serve the mainland." Only MIIT-licensed operators can serve the mainland. Cloudflare rides JD Cloud's licenses. Without a licensed local partner, a global CDN has no mainland edge.
Frequently asked questions
What is MIIT?
MIIT (Ministry of Industry and Information Technology) is the national ministry whose systems run mainland filing verification and licensing. Its name appears on the filing portal, it sends the SMS verification codes from 12381 that you complete at beian.miit.gov.cn, and it issues the CDN operator licenses that decide which providers can serve the mainland.
What is MIIT’s role in the ICP filing (Beian) process?
When you submit an ICP filing, the hosting provider forwards your information through the MIIT pipeline: provider initial review, MIIT SMS verification, provincial Communications Administration review, and filing number issuance. MIIT sends the verification SMS from 12381 and you must complete it at beian.miit.gov.cn. The filing service itself is free; the cost is in the time and documentation the pipeline requires.
How does the 20-working-day provincial review work?
Under the MIIT pipeline, provincial Communications Administrations review filings after MIIT SMS verification is completed. Provincial review runs within 20 working days. The hosting provider submits your information first; the regulatory chain then moves through provider review, SMS verification, provincial review, and finally filing number issuance.
How does the 12381 SMS verification mechanism work?
MIIT sends the verification SMS from 12381, and you must complete it at beian.miit.gov.cn within 24 hours. In the documented Mini Program flow, the SMS typically arrives 5–10 minutes after the approval message, allows a maximum of five attempts, and auto-resends once after 12 hours. Past the 24-hour window, the documented flow returns the filing for resubmission from scratch.
What is the first thing a foreign company should know about dealing with MIIT-regulated filing?
Every mainland deployment touches MIIT systems, and the filing application system is Chinese-only with no English interface. The 24-hour SMS verification window at beian.miit.gov.cn is a hard deadline — past it, the documented flow returns the filing for resubmission from scratch. Plan who handles the Chinese-language steps and keep the responsible person’s phone reachable before the pipeline starts.
