CDN License (增值电信业务经营许可证—CDN)
Definition
The CDN license is the MIIT-issued permit that authorizes an operator to run CDN services in mainland China. Only MIIT-licensed operators can deliver content from mainland edge nodes. This is why Cloudflare's China Network runs on JD Cloud's licenses, and why no global CDN can serve the mainland without a licensed local partner. The CDN license in China is held by the CDN operator, not by the website being accelerated.
What the CDN license is
- The operator-side permit deciding who may run mainland CDN at all. MIIT issues the license; the licensed operator runs the edge nodes inside the country. Without a licensed operator, there is no mainland edge.
- The reason the mainland edge market is a licensed-operator market. An offshore edge, however large, does not touch the cross-border hop. The only way a global CDN reaches mainland visitors is through a licensed local partner that holds the MIIT licenses for operating a CDN in China.
- The instrument behind the JD Cloud and Cloudflare China Network relationship. JD Cloud — not Cloudflare — holds the MIIT licenses required to operate and provide CDN services in China. Cloudflare's China Network runs on that licensed infrastructure.
What the CDN license is not
- Not the site's own ICP filing or ICP license. The domain-level ICP filing or license is a separate per-apex-domain prerequisite for the acceleration domain. The CDN license is the operator's permit to run the edge; the ICP filing is the site's permit to be hosted. They are different instruments held by different parties.
- Not the content-vetting process. JD Cloud vets content for the Cloudflare China Network. MIIT holds the operator licenses; it does not review individual CDN content decisions.
- Not a vendor-selection criterion you can verify yourself. The confirmed facts are narrow: JD Cloud holds the MIIT licenses for Cloudflare's China Network, and Alibaba Cloud CDN and Tencent EdgeOne are mainland CDN products. Claims beyond those require confirmation from the operator.
Why the CDN license in China matters for foreign companies
The mainland edge is a licensed-operator market. This is the structural reason global CDNs cannot serve the mainland directly — they need a licensed local partner to hold the edge inside the country. Global clouds follow the same market shape: AWS China Regions and Azure China (21Vianet) operate through licensed local partners rather than as extensions of the global networks. Value-added telecom permits follow the same catalog logic: VATS / EDI License (B21) is the transaction-processing permit under the same MIIT catalog that issues the CDN license.
It pairs with the edge-inside-the-country rule. An offshore edge, however large, still leaves the cross-border hop. The CDN license is what lets a licensed operator run nodes inside the country — for a CDN in China, that licensed in-country edge is the only way to reach mainland visitors at mainland speed.
The access requirements start here. Before a global CDN can serve mainland visitors through a licensed partner, the acceleration domain needs a valid ICP filing or license per apex domain, the ICP number displayed in the page footer, and operator content vetting before enablement. The CDN license is the operator-side foundation underneath all of it.
Common misconceptions
"Our Cloudflare plan covers China." Only via the China Network — a partner construct running on JD Cloud's licensed infrastructure with its own subscription. It is not Cloudflare's standard global network extended into China.
"The site's ICP filing doubles as CDN permission." Domain-level ICP filing or licensing and the operator's CDN license are different instruments. The ICP filing covers the domain; the CDN license covers the operator. You need both, held by different parties. The obligations matrix maps all six launch instruments to their holders — the CDN license is the one row the brand never holds.
"Any provider with mainland nodes is licensed." Only MIIT-licensed operators may serve the mainland. Having physical nodes inside the country does not confer the right to operate CDN services. The license is the gate.
Frequently asked questions
What is the CDN license (增值电信业务经营许可证—CDN)?
The CDN license is the MIIT-issued permit that authorizes an operator to run CDN services in mainland China. Only MIIT-licensed operators can deliver content from mainland edge nodes. The license is held by the CDN operator, not by the website being accelerated. Without a licensed operator, there is no mainland edge.
Why does a foreign company hit the CDN license requirement?
The mainland edge is a licensed-operator market. Global CDNs cannot serve the mainland directly — they need a licensed local partner to hold the edge inside the country. An offshore edge, however large, does not touch the cross-border hop. Global clouds follow the same market shape: AWS China Regions and Azure China (21Vianet) operate through licensed local partners rather than as extensions of the global networks.
Who holds the CDN license — the brand or the operator?
The CDN operator. The license is the operator’s permit to run the edge; the ICP filing is the site’s permit to be hosted. The obligations matrix on the ICP compliance service page maps all six launch instruments to their holders — the CDN license is the one row the brand never holds. JD Cloud — not Cloudflare — holds the MIIT licenses for Cloudflare’s China Network.
What is the CDN license not?
It is not the site’s own ICP filing or ICP license — the domain-level ICP filing or license is a separate per-apex-domain prerequisite for the acceleration domain. It is not the content-vetting process — JD Cloud vets content for the Cloudflare China Network; MIIT holds the operator licenses but does not review individual CDN content decisions. It is not a vendor-selection criterion you can verify yourself — confirmed facts are narrow, and claims beyond those require confirmation from the operator.
What prerequisites sit on top of the CDN license?
Before a global CDN can serve mainland visitors through a licensed partner, the acceleration domain needs a valid ICP filing or license per apex domain, the ICP number displayed in the page footer, and operator content vetting before enablement. The CDN license is the operator-side foundation underneath all of it. Having physical nodes inside the country does not confer the right to operate CDN services — the license is the gate.
Do foreign companies need a CDN license in China?
No. The CDN license is the operator’s permit to run the edge; the ICP filing is the site’s permit to be hosted — they are different instruments held by different parties. The license is held by the CDN operator, not by the website being accelerated. What a foreign company needs is a valid ICP filing or license for its acceleration domain, plus a licensed operator that holds the CDN license.
