Cross-Border Settlement (SAFE)
Definition
Cross-border settlement is how money from mainland buyers reaches a merchant's account outside the mainland. WeChat Pay collects payments in RMB from mainland users, and settled funds are paid out in a settlement currency the merchant fixed at registration. At the regulator level, payment institutions conduct this business under SAFE's (State Administration of Foreign Exchange) 2019 Measures for payment institutions' foreign-exchange business — a directory-registration regime for current-account cross-border electronic payments, with a per-transaction cap and next-working-day completion duties. The commercial numbers on our site (26 settlement currencies, T+1, 800 USD minimum) are listed, not confirmed current — treat them as such.

Who it applies to
Foreign merchants who accept WeChat Pay from mainland customers and need funds to land outside the mainland. The settlement shape differs by acceptance path: the mainland path pays a mainland corporate account; the institution-partner path runs WeChat Pay → institution → merchant; the direct path runs WeChat Pay → merchant. Cross-border settlement is a property of the same merchant account, not a separate account.

What cross-border settlement is
- A once-only currency choice made at merchant-ID registration. Settlement currency is chosen at registration and cannot be changed afterward. Official pages list 26 settlement currencies: USD, HKD, THB, JPY, KRW, AUD, NZD, SGD, EUR, GBP, CAD, RUB, DKK, SEK, CHF, NOK, AED, TRY, MOP, TWD, CZK, MYR, PHP, IDR, MNT, QAR. Settlement runs T+1, with a minimum settlement amount of 800 USD or equivalent. The published currency and country lists carry 2020-era timestamps — treat them as listed, not confirmed current.
- A property of the merchant account, not a separate account. Cross-border settlement is not a separate merchant account or a separate onboarding flow. It is a configuration of the same WeChat Pay merchant ID, set once when the merchant ID is created. The same merchant account serves both domestic and cross-border settlement — the currency choice determines where funds land.
- Subject to SAFE's directory-registration regime. The State Administration of Foreign Exchange (SAFE) issued the Measures for payment institutions' foreign-exchange business (汇发〔2019〕13号) on 2019-04-29, effective from date of issue. The Measures define payment-institution FX business as small-value, fast, convenient current-account electronic payment services provided for cross-border transactions of e-commerce operators and consumers through cooperating banks — including agency FX settlement and sale (代理结售汇) and related fund receipt and payment. Payment institutions must complete directory registration with SAFE before conducting the business. Registration is valid five years.
- Bound by per-transaction and completion-time rules at the institution level. Under the Measures, a payment institution's per-transaction amount may in principle not exceed the equivalent of USD 50,000; genuine over-limit needs go through a registration-change application (Art. 15). The institution must complete FX settlement and sale processing within T+1 — the first working day after the day funds are received. These are SAFE rules on payment institutions. They frame the market; they are not WeChat Pay's published merchant payout terms.
- Limited to permitted business categories. Official rules list permitted categories: goods trade, airline tickets, hotels, overseas education, tourism tickets, international logistics, car rental, conferences, software services (excluding virtual-asset top-ups), medical, and training. Forbidden categories include payday loans, securities, insurance (except specified travel and accident products), forex, P2P lending, gambling, porn, crypto trading, VPN/VPS services, and counterfeit goods. Category eligibility is checked at onboarding against WeChat Pay's official rules.
- Subject to wire-transfer fee sharing under the SHA model. WeChat Pay covers the remitting bank's fee; the merchant bears intermediary and beneficiary bank fees.

What cross-border settlement is not
- Not a per-transaction SAFE approval queue. SAFE's regime is a directory-registration framework on payment institutions — registration, caps, supervision. It is not a per-merchant or per-transaction approval queue. Cross-border WeChat Pay transactions are subject to Chinese law and SAFE's regulatory frame; merchants do not individually file with SAFE for each transaction.
- Not a separate merchant account. Cross-border settlement is a configuration of the same merchant account, chosen once at registration. It does not require a separate onboarding flow or a separate merchant ID.
- Not a confirmed-current term sheet. The 26-currency list, T+1 settlement cycle, and 800 USD minimum are listed on WeChat Pay's published pages with 2020-era timestamps. The successor merchant guide restates the 26 currencies but is silent on T+1, the 800 USD minimum, and the SHA model. Verify per-currency reliance directly with WeChat Pay before planning around a specific currency.
- Not open to any business category. Official rules name permitted and forbidden categories. Category eligibility is checked at onboarding. The SAFE Measures define the regulator frame; the category tables come from WeChat Pay's official rules, not from the Measures PDF.
Why cross-border settlement matters for foreign companies
The currency choice is irreversible. A merchant who registers in HKD cannot later switch to USD — settlement currency is fixed at merchant-ID registration. The 26 listed currencies cover the major settlement needs, but the published lists carry 2020-era timestamps. Plan the currency before you submit — and verify current availability with WeChat Pay for your target currency.
SAFE's frame sets the market rules, not your merchant terms. The 2019 Measures (汇发〔2019〕13号) require payment institutions to complete directory registration, cap single transactions at the equivalent of USD 50,000 in principle, and settle within T+1. These are institution-level obligations. They define the operating environment your merchant account sits inside — they are not your merchant payout schedule. Your commercial settlement terms come from WeChat Pay's published pages and your merchant agreement.
Category eligibility is checked before you go live. Permitted categories cover goods trade, travel, education, logistics, software services (excluding virtual-asset top-ups), medical, and training. Forbidden categories include financial products, gambling, crypto, and VPN/VPS services. If your product sits near a boundary — software with digital goods, education with content subscriptions — confirm category eligibility early in onboarding.
Wire-transfer fees follow a defined sharing model. WeChat Pay covers the remitting bank's fee. The merchant bears intermediary and beneficiary bank fees. For high-volume merchants, intermediary bank fees can accumulate — factor this into your pricing model.
Common misconceptions
"SAFE approves each of our transactions." The regulator frame is a directory-registration regime on payment institutions — registration, per-transaction caps, completion-time duties, and supervision. It is not a per-merchant or per-transaction approval queue. Merchants do not individually file with SAFE.
"We can switch settlement currency later." No — the choice is fixed at merchant-ID registration and irreversible. Plan the currency before you submit.
"The 26-currency list, T+1, and 800 USD minimum are confirmed current terms." These numbers are listed on WeChat Pay's published pages with 2020-era timestamps. The successor merchant guide restates the 26 currencies but does not restate T+1, the 800 USD minimum, or the SHA model. Treat them as listed, not confirmed current.
"Cross-border settlement is a separate merchant account." It is not. Cross-border settlement is a property of the same merchant account, chosen once at registration. The same merchant ID serves both domestic and cross-border settlement.
"Any business category can settle cross-border." Official rules name permitted and forbidden categories. Category eligibility is checked at onboarding against WeChat Pay's official rules. The SAFE Measures define the regulator frame; the category tables come from WeChat Pay, not from the Measures.

Is cross-border settlement a separate merchant account?
No. Cross-border settlement is not a separate merchant account or a separate onboarding flow. It is a configuration of the same WeChat Pay merchant ID, set once when the merchant ID is created. The same merchant account serves both domestic and cross-border settlement — the currency choice determines where funds land.
What is out of scope for cross-border settlement?
Cross-border settlement is not a per-transaction SAFE approval queue — SAFE's regime is a directory-registration framework on payment institutions, not a per-merchant or per-transaction approval queue. It is not a confirmed-current term sheet — the 26-currency list, T+1 settlement cycle, and 800 USD minimum are listed on WeChat Pay's published pages with 2020-era timestamps. It is not open to any business category — official rules name permitted and forbidden categories, and category eligibility is checked at onboarding.
