China Android App Stores: Distribution Outside WeChat
October 5, 2026
TL;DR
- The stores are distribution platforms under MIIT's APP-filing regime. MIIT's notice bars distribution platforms from listing unfiled apps, and vivo's own guide states new apps must complete filing before listing, with vivo-enforced windows from September 2023.
- Registration and certificates are per-store and mainland-flavored. vivo's enterprise registration consumes mainland business-license documents; its review standards bind app names to the filing or software-certificate name and require a Simplified-Chinese listing description. Special industries add the software-copyright certificate trio plus sector permits.
- The same filed entity underpins everything — the APP filing, the store account's compliance fields, the backend hosting — typically a WFOE. No vivo document consulted provides a self-serve path for overseas subjects. Huawei's global portal accepts foreign entities via DUNS or a local business license; Xiaomi, OPPO, and Tencent require verification store by store.
On Google Play, one listing reaches most of the world. In mainland China there is no Google Play. An Android app ships through parallel vendor-owned stores — Huawei AppGallery, Xiaomi GetApps, OPPO's app market, vivo's app store, and Tencent MyApp — each with its own developer registration, review rules, and compliance gates. Our four-vehicle article left this route deliberately open, noting that "Android store distribution for foreign apps involves additional considerations." This is the China Android app stores landscape. App distribution in China is a per-store operation: one app, five parallel listings, five separate registrations and reviews.
China Android app stores: the landscape
A native Android app "distributes through app stores, sits on the home screen, and operates independently of WeChat" with "the deepest device integration but the longest development cycle and an app-store review process." Discovery runs through "app store listing, external marketing." In the mainland, that means vendor-first stores tied to device manufacturers, plus Tencent MyApp as a cross-device channel.
The five stores you will encounter:
| Store | Operator | Portal |
|---|---|---|
| Huawei AppGallery | Huawei | developer.huawei.com |
| Xiaomi GetApps | Xiaomi | dev.mi.com |
| OPPO App Market | OPPO | open.oppomobile.com |
| vivo App Store | vivo | dev.vivo.com.cn |
| Tencent MyApp (应用宝) | Tencent | app.open.qq.com |
What we know about each portal from its public documents:
- vivo. Full public doc set: review standards, enterprise registration, APP filing guide, filing FAQ, review FAQ, special-industry qualification table. Every vivo-specific claim in this article traces to those documents.
- Huawei. The global AppGallery Connect portal accepts overseas enterprise developers via DUNS number or a business license issued by the developer's own country — registration and identity verification are self-serve. This is the account layer only; mainland AppGallery distribution still runs through the MIIT APP-filing gate.
- Xiaomi. The open platform is the official developer back end of Xiaomi's app store, offering free listing and submission services. Registration is enterprise-only — no individual developer accounts — with an explicit Hong Kong/Macau/Taiwan organization type and no overseas tier. Registration standards, review rules, and filing guides are published in its developer doc center.
- OPPO. Developer certification consumes mainland business-license documents, legal-representative identity checks, and a status check against the national enterprise credit system. Personal certification accepts Hong Kong/Macau/Taiwan residence permits as ID; no overseas-company category is published.
- Tencent MyApp. The consumer storefront displays its own filing number in the footer. The developer portal exposes compliance-qualification and listing-distribution modules behind login. Published wiki documentation covers registration, review standards, and filing policy.
No store-market-share numbers are published here — none are cited, and none should be assumed.
The filing gate stores actually enforce
MIIT notice 工信部信管〔2023〕105号 (issued August 2023) sets the regime-level rule: access providers, distribution platforms, and smart-terminal makers must not provide network access, distribution, or pre-installation for unfiled apps. It is the same instrument our APP filing glossary summarizes; this article links the glossary once and does not re-walk the filing pipeline.
Store-side, vivo's official APP filing guide states the working sentence: apps whose servers sit in the mainland and need network access require filing regardless of platform, and unapproved apps may not be given access, distribution, or pre-installation. vivo's stated enforcement windows:
- 2023-09-01. Filing work begins. New apps (including quick apps) must complete filing before listing.
- 2023-12-05. Unapproved apps display an "未核准" (unfiled) label in stores and installers.
- 2023-12-12. Unapproved library apps are blocked from version updates.
- 2024-01-04. vivo gradually removes unapproved existing apps from the store.
Tencent MyApp publishes a parallel schedule with one difference: its existing-app sweep date is 2024-01-05, with install-blocking, delisting, and developer-account freezing. Xiaomi documents the same core windows (2023-09-01, 2023-12-12, 2024-01-04) and adds the MIIT inspection phase of April–June 2024.
These are each vendor's stated store-side schedules. Attribute them to the vendor, not to the MIIT notice text.
The filing itself is per app, not per store — every app files separately. The filing form collects subject information, app basics (including the filing number, pre-approval items, and service categories), app characteristics (Android package name, public key, MD5, and domains), and an ICP-responsible-person block. Aliyun's filing portal notes plainly that an unfiled app affects app-store listing. Teams that distribute an app in China file first and list second — the APP filing in China guide maps what that filing involves.
Who can register: the entity question
The filing holder must be a mainland-registered company or qualifying partner — typically a WFOE. A Hong Kong entity alone does not qualify. The business license is the head of the entry chain: entity setup produces the license, the license enables the ICP filing, and every filing document is keyed to the entity name.
This is where the stores diverge. The following table summarizes what each store's published registration docs actually show — not what they might accept on request.
| Store | Developer types | Document requirements | Overseas-entity path |
|---|---|---|---|
| vivo | Ordinary enterprise, public institution, social organization, government unit | Mainland business license (unified social credit code) + legal representative's ID; verified by corporate bank micro-deposit or document review | No overseas-subject category in reviewed docs |
| Huawei (global portal) | Enterprise, individual | Business license from developer's own country OR DUNS number (9-digit, active within 2 years); review 1–2 working days | Yes — self-serve via DUNS or local license |
| Xiaomi | Enterprise only (no individual accounts) | Mainland business license + legal-rep identity verification via e-sign or corporate micro-deposit; enterprise status must be clean in the national credit system | No overseas tier; HK/Macau/TW org type exists, no foreign-entity tier |
| OPPO | Enterprise, individual | Mainland business license + legal-rep ID + handheld-ID photo; corporate bank micro-deposit or manual review (1–3 working days); enterprise must be clean in the national credit system | No overseas-subject category published |
| Tencent MyApp | Enterprise, individual | Mainland business license (USCC must match) + corporate bank micro-deposit; one license = one developer account; contact phone must be mainland mobile | Overseas company: mainland subsidiary required, or mainland partner + telecom-authority approval procedures; overseas individuals not supported |
Two context points. First, WeChat Mini Programs have an official overseas-subject (海外主体) category — see our Mini Program ICP filing guide — the contrast for stores without one. Second, a shipped native app adds WeChat connectivity via the Weixin Open Platform SDK (share, login, pay) once the app is live.
The filing subject's unified social credit code must appear in the store console. When the filing subject differs from the developer-account subject, vivo accepts authorization letters only from parent-subsidiary, sibling, holding-company, or same-legal-representative relationships. Tencent requires a sealed filing-subject authorization letter.
The software-copyright certificate (软著): where it actually bites
The software-copyright certificate — formally the 《计算机软件著作权登记证书》 — appears in store review at three levels. The rules differ by store, and the vivo position is narrower than many assume.
vivo. vivo's published review standards attach the certificate to naming and special-industry compliance, not to every listing universally:
- App name must match the filing name or the software-certificate name. Renaming requires the corresponding certificate, and app names can be changed only four times per calendar year.
- One certificate cannot serve multiple apps. If the uploader is not the certificate holder, a valid authorization letter is required — vivo accepts only parent-subsidiary, sibling, holding, or same-legal-representative relationships.
- The certificate's app name must match the uploaded app name exactly.
- Special industries (finance, loans, payments, insurance) require one of three certificates — the 《计算机软件著作权登记证书》, the 《APP电子版权证书》, or the 《软件著作权认证证书》 — alongside the APP filing and sector permits.
vivo's published FAQ routes listing qualifications to the special-industry table alone. No vivo document states a universal first-listing certificate upload. The upload console itself is account-gated, so confirm your category's flow before submitting.
Tencent MyApp. The position is broader. Tencent's review standards state that every app review submission requires a software-copyright certificate. The universal qualification table for all categories lists: (1) a business-license color scan covering the app's business scope, (2) the APP filing number — the platform auto-compares verified fields against MIIT records, and (3) the software-copyright certificate or the APP electronic-copyright certificate. Qualifications not held by the developer subject need authorization docs.
Xiaomi. Xiaomi's developer-ecosystem policy states that listing requires the software-copyright certificate (or the APP electronic-copyright certificate). The certificate must match the app and enterprise information. One certificate per app. App name must equal the certificate's full or short name. Renames are limited to two times per calendar year — compared to vivo's four.
Authorization mechanics. When the certificate holder is a different entity from the uploader, all three stores accept authorization under qualifying relationships. vivo specifies parent-subsidiary, sibling, holding, or same-legal-rep. Tencent requires sealed authorization documents. Xiaomi requires the authorization to name the parties, registration number, software name, and effective date, with seals.
Listing review: what the store checks
vivo's published review standard provides the most detailed public window into what a store review actually examines:
- Listing language. A Simplified-Chinese listing description is required. There is no English-only listing path.
- Name and icon originality. Apps must not show high similarity to already-listed apps. Third-party store names and icons are banned from listings.
- Enterprise authorization. An enterprise developer submitting an app it does not own must provide the corresponding enterprise authorization.
- Category match. Special-industry categories publish exact qualification stacks. For example, banks and consumer finance need the financial license, the APP filing, a vivo commitment letter, and the copyright certificate — all four conditions simultaneously. Loan supermarkets list eleven conditions including the ICP license and the business license. Payments require the payment-business license, the APP filing, the commitment letter, and the certificate.
Tencent's review standards add a privacy-compliance layer: the first-launch privacy popup must present explicit agree/deny options, and agreement and privacy-policy entries must remain reachable within four menu steps. Free games need a publication number (版号) plus the software-copyright registration certificate.
Xiaomi's qualification FAQ adds category-specific stacks: community, live-streaming, and AI apps require a security-assessment report and public-security-bureau approval; generative AI apps need the algorithm-filing record; film/TV apps need the audiovisual license; news apps need the news-information license; map apps need the surveying qualification.
Foreign-brand checklist for China Android app stores
If your brand ships a native Android app and the mainland is on the roadmap, the order of operations runs:
- Mainland entity first. Set up a WFOE. The business license is the entry-chain head — it enables the ICP filing and every store registration that follows. For the entity-choice background, see our WFOE vs HK entity guide.
- APP filing under the 105号 regime. File before listing. The mainland-server trigger applies: if the app's backend resolves to mainland servers, the app must hold a filing regardless of platform. Our ICP compliance service runs the entity-and-filing workstream.
- Per-store developer registration. Register with mainland-flavored documents on each store. vivo and Huawei's paths are documented above. Verify Xiaomi, OPPO, and Tencent store by store — their published registration guides do not provide a self-serve overseas path.
- Certificate hygiene. Obtain the software-copyright certificate early. Ensure naming consistency across the filing, the certificate, and the store listing. Prepare authorization letters for any subject mismatch between the certificate holder and the store account.
- Mainland backend hosting. The mainland-server trigger is what brings the app into the filing regime. Your hosting and CDN must resolve to mainland infrastructure.
- Simplified-Chinese store copy. vivo's review standard requires a Simplified-Chinese listing description. Plan Simplified-Chinese copy before submission.
- WeChat connectivity. Once the app ships, the Weixin Open Platform SDK adds share, login, and pay hooks — the bridge to the WeChat ecosystem without rebuilding as a Mini Program.
Consider a SaaS company that ships a project-management app on Google Play worldwide. The mainland rollout needs: a WFOE in Shanghai, an APP filing through the WFOE's provincial CA, a vivo developer account registered with the WFOE's business license, a software-copyright certificate in the WFOE's name for the Tencent and Xiaomi listings, and a Simplified-Chinese store listing. The Huawei AppGallery account can register separately via the global portal using the same WFOE documents. Tencent MyApp requires the WFOE's business license and a corporate bank micro-deposit. The same APP filing number flows to every store.
Frequently asked questions
Which app stores distribute Android apps in mainland China?
Vendor-first parallel stores replace Google Play: Huawei AppGallery, Xiaomi GetApps, OPPO's app market, vivo's app store, and Tencent MyApp. Discovery runs through app store listing and external marketing. Each store has its own developer registration, review rules, and compliance gates.
Do stores require the MIIT app filing (APP备案)?
Yes at the regime level. MIIT's notice bars distribution platforms from serving unfiled apps. vivo states new mainland-serving apps must complete filing before listing, with enforcement windows from September 2023. Tencent and Xiaomi publish parallel schedules. Aliyun's filing portal notes that an unfiled app affects store listing.
Can our overseas or Hong Kong entity hold the store account and the filing?
The filing holder must be a mainland-registered company or qualifying partner, typically a WFOE. A Hong Kong entity alone does not qualify. vivo's registration docs consume mainland business-license documents with no overseas-subject category. Huawei's global portal accepts foreign entities via DUNS or a local business license. Xiaomi, OPPO, and Tencent: verify store by store — their published guides do not provide a self-serve overseas path.
Do we need a software-copyright certificate (软著)?
On vivo, the certificate attaches to naming compliance (app name must match the filing or certificate name; renames require the certificate, limited to four per year), per-app certificate uniqueness, and special-industry categories. Tencent requires the certificate at every app review submission. Xiaomi requires it for listing. Whether every vivo listing needs one depends on your category — confirm before submitting.
What happens if we list without filing?
vivo's published schedule: version updates blocked from December 2023, an "unfiled" label from December 2023, gradual removal of unapproved existing apps from January 2024. Tencent's stated sweep date is 2024-01-05, with install-blocking, delisting, and developer-account freezing. Detected non-offline apps without a filing number face delisting and access cutoff.
What does the store review check?
vivo's standard: Simplified-Chinese listing description, name and icon originality, no third-party-store branding, enterprise authorization for non-own apps. Special industries add permit-plus-filing-plus-certificate stacks. Tencent adds privacy-compliance requirements. Xiaomi adds category-specific stacks for AI, live-streaming, news, film/TV, and maps.
Does one filing cover all stores?
The APP filing is per app, not per store, but each store enforces it at listing. Every app files separately. When the filing subject differs from the store-account subject, authorization letters are required — vivo accepts only parent-subsidiary, sibling, holding, or same-legal-rep relationships.
What about single-machine or offline apps?
vivo exempts genuinely offline apps via a single-machine declaration plus a commitment letter and platform testing. A detected networking app without a filing number gets delisted and cut off. Tencent follows the same single-machine exemption discipline.
