ICP Filing Rejected: Common Reasons and the Fix for Each
October 5, 2026
TL;DR
- Rejections happen at two layers — the provider's filing specialists review first (1–2 working days at both providers) and can reject before the provincial communications administration (CA) ever sees the order.
- The fix loop: read the rejection comments in the order email or filing console → correct exactly those items → resubmit.
- Most categories are preparation defects — certificates, domain matches, website names, phone reachability, process collisions — not regulator mysteries.
Your ICP filing came back rejected. The launch date just slipped. Before you escalate internally or blame the regulator, know this: a rejection is a documented, recoverable event. Both Tencent Cloud and Alibaba Cloud publish the full catalog of rejection reasons in their filing documentation. The fix is mechanical — correct the flagged items and resubmit — but each round costs calendar time, and the preparation failures that stall a filing timeline are the same defects that trigger a formal rejection.
This article walks every rejection category both providers document for the website filing pipeline, tells you which layer rejected you, and gives you the fix for each.
Where a filing comes back: the two review layers
A website ICP filing passes through two review gates before approval. Understanding which gate rejected you tells you what happens next.
Gate 1 — Provider specialist review. Both Tencent Cloud and Alibaba Cloud assign filing specialists to check your submission before it reaches the government. At Tencent, the specialist reviews within 1–2 working days. If something does not match, the specialist phones the contact on the order. If the first call goes unanswered, Tencent retries about one hour later. If still unreachable, the order is rejected. Rejection comments arrive via the contact email on the order or the filing console — you read them, fix the flagged items, and resubmit.
Alibaba Cloud runs the same 1–2 business day preliminary review with feedback. If approved at this stage, the application is auto-submitted to the CA.
Gate 2 — Provincial CA review. After the provider passes the order forward, the provincial communications administration reviews within 20 working days. If the CA rejects, Alibaba Cloud documents about 1 working day for the rejection status to sync back to its console — during that window, the resubmit button may not appear yet.
One more constraint: the public ICP filing lookup at beian.miit.gov.cn returns approved records only — it is not a status tracker for applications in review. You cannot use it to watch an in-progress filing.
Entity and certificate rejections
The most granular rejection category at both providers — and every fix happens at the document level.
Certificate image quality. Unclear or incomplete scans get rejected. Submit a clear original scan. Per Tencent, ID validity must exceed 3 months at the time of filing.
Certificate data mismatch. The unified social credit code on the business license must match the registration authority's data — including the issue date. A business-license or domain-registrant mismatch surfaces as a query that must be resolved before review can complete.
Incomplete certificate sets. Missing documents — the commitment letter, the authorization letter, the video-verification photo — each has specific formatting rules. Tencent requires a white background and front-facing full face for video photos. The commitment letter needs a red thumbprint for individuals or a company seal for units.
Subject responsible person. The responsible person must be the legal representative. A few provinces accept a power-of-attorney instead — check the CA rules for your province.
Entity information changed. If the unit changed its registered name or details, upload the market-regulator change letter (工商出具的变更函) under "other materials" alongside a change filing. Per Tencent, you cannot directly swap subject A's filing to subject B — cancel the existing filing and refile. The cancellation is irreversible, and the domain cannot resolve to mainland servers until the new filing completes.
Abnormal-operations list. An enterprise on the national abnormal-operations list — flagged for annual-report failures, false information, or an unreachable address — must be removed at the local Administration for Market Regulation before any filing proceeds. Tencent points to gsxt.gov.cn for the lookup.
Cross-province filings. The business license must come from the filing province. Individuals filing in a province that is not their household registration need local residence proof — a property certificate, social security record, or residence permit. Per Tencent, Shenzhen permits require a validity lookup or no more than 3 months of social security; students must file at their household location.
Domain rejections
Domain defects are the second large rejection cluster. The full domain and registrar prerequisite chain for a China CDN lives in China CDN for foreign companies: what it requires first.
Real-name verification mismatch. The domain's real-name verification must match the filing subject exactly — holder name, certificate type, and certificate number. If the owner does not match, the CA rejects. The fix is to transfer the domain to the filing subject (domain 过户). Some provinces accept supporting documents instead of a full transfer. Alibaba Cloud has enforced domain information verification for all filed domains since 2018-01-01 per MIIT requirements — even previously compliant domains get rejected if the owner differs from the filing subject.
Unapproved registrar. Domains at an overseas or MIIT-unapproved registrar are not supported. Transfer the domain to an MIIT-approved mainland registrar before filing.
Resolution during filing. Unfiled or in-progress domains must not resolve publicly during the filing process. Delete the DNS resolution records and resubmit. Some provinces require resolution to stay off until approval is granted.
Domain swaps on filed websites. A filed website cannot swap its domain. File the new domain first, then cancel the old one. This rule applies to websites; filed APPs can add or remove domains through a change filing.
Website-name and content rejections
Both providers enforce detailed naming rules. The website title displayed in the browser must match the filed service name exactly.
Naming rules. The service name must be at least 3 Chinese characters. Pure digits, English text, and special symbols are not accepted. Non-state entities may not use prefixes such as 中国, 中华, 中央, 人民, 人大, or 国家. The name must not be the domain itself, and no sensitive words are allowed. For individual filings, the name cannot contain forum, blog, industry, enterprise, or product words. For unit filings, the name must relate to the organizer's name or business scope.
Content mismatch. The filed site's content must match the subject nature. An individual filing cannot host enterprise, forum, or commerce content. A company's filing cannot display another company's content. If the content involves pre-approval categories — culture, games, pharmaceuticals, publishing, finance — without the required documents, delete the content or submit a change filing with the approval document.
Already-filed sites under audit. Every new filing triggers a re-audit of the subject's existing filed sites. Per Tencent, the CA checks: footer ICP number present and correct, footer number linked to beian.miit.gov.cn, site reachable on mainland servers, and — in some provinces such as Jiangsu — a copyright line matching the unit name. If any existing site fails these checks, the new filing gets rejected.
Too many filed sites. Filing too many sites without demonstrable use triggers rejection. Either delete sites from the order or submit a per-site construction plan (网站建设方案书) covering content columns with design images, personnel and funding, content management, network deployment, security measures, emergency response, and domain management.
Pre-approval and regulated-category rejections
Certain business categories require a pre-approval document before the filing can proceed. Alibaba Cloud publishes the full list: news, publishing, pharmaceutical and medical devices, culture, radio/film/TV, education, healthcare, ride-hailing, electronic bulletin, finance, and games. Without the approval document, the filing is rejected.
The fix: delete the regulated content, or file a change with the approval document attached. Cross-provider flows differ by province — Tencent names Inner Mongolia, Liaoning, Jiangxi, Hunan, Sichuan, and Guizhou as having different procedures.
For Mini Program filings, the pre-approval categories follow the same logic — a news-category Mini Program needs the Internet News Information Service License in hand before its filing, for example. The Mini Program pipeline has its own failure modes and re-review timelines and is covered separately.
Phone, SMS, and verification failures
Unanswered review calls. Tencent's filing specialist retries about one hour after a missed first call. If still unreachable, the order is rejected. Invalid numbers and calls answered by someone other than the responsible person also end in rejection.
Phone number range. The phone number must be in the filing province's number range. Alibaba Cloud warns that some CAs do not accept virtual-operator ranges — confirm per province before submitting.
MIIT SMS verification. After the provider submits your filing to the CA, the Ministry of Industry and Information Technology (MIIT) sends an SMS from 12381. You must complete the verification at beian.miit.gov.cn within 24 hours — maximum 5 attempts, with one auto-resend after 12 hours. Past the 24-hour window, the documented flow returns the filing for resubmission from scratch. This is a hard deadline with no extension.
Process collisions
Process collisions happen when the filing system detects overlapping or conflicting records. They are fixable but require you to abandon or adjust one of the conflicting orders.
Same subject at two providers. If the same entity submitted filings at both Tencent and Alibaba Cloud simultaneously, abandon one order.
Phone or ID reuse. A phone number or ID number already used under a different subject causes rejection. Change the number or resolve the conflict at the original provider.
Existing MIIT records. If a MIIT record already exists — including from filings made through WeChat or Alipay Mini Program platforms — you cannot file as a first filing. Use the access or new-website filing type instead. Mini Program platform filings are recorded in the MIIT system and collide with website filings if treated as new.
In-progress order on the same certificate. If another order is already in flight on the same business license, abandon the old order. Alibaba Cloud offers an after-sales email route (beian@service.alibaba.com) with handling in about 5 working days.
Multi-APP batch rejection. In a multi-APP filing order, one rejected APP returns the entire batch. Fix the rejected APP and resubmit the whole order.
Subject changes are not fixes. Individual-to-unit or subject-A-to-subject-B swaps cannot be done as edits. Cancel the existing filing and refile. Transfer and cancellation workflows follow the same rule — subject changes always require a cancel-and-refile cycle. The full sequence — access filings, what cannot change, cancellation mechanics — is in how to transfer or cancel an ICP filing.
The resubmission loop
The fix is mechanical — reissue and resubmit — but each round stretches the timeline. Every correction round re-runs the full pipeline: provider review (1–2 working days), MIIT SMS verification (24-hour window), and CA review (up to 20 working days). With complete documents and a qualified entity, the submission and review phase typically takes 2–4 weeks — each rejection adds that cycle again on top. No published re-review SLA exists for the website pipeline. The only way to compress total time is to get the preparation right before the first submission.
What this page deliberately does not cover
- Province-specific CA rule tables. Each provincial CA publishes its own supplementary requirements. Those rules change frequently and require per-province lookup — out of scope for a rejection-reason taxonomy.
- PSB filing. The Public Security Bureau filing is a separate post-approval registration, outside the MIIT rejection pipeline this article covers.
- Post-approval information-inspection failures. After a filing is approved, the CA and the provider run periodic compliance checks. Failures there follow a different correction path.
- Mini Program pipeline specifics. The Mini Program filing flow has its own review stages, withdrawal rules, and re-review timelines. Those belong to the Mini Program article, not this one.
ICP filing rejected: frequently asked questions
Why was our ICP filing rejected?
The provider's filing specialists or the provincial CA found the submitted information did not meet filing requirements. Both major providers publish the full reason catalog — certificates, domain matches, website name and content, phone reachability, and process collisions. The rejection comments tell you exactly which item failed.
How do we find out the reason?
Rejection comments arrive via the contact email on the order or the filing console. Alibaba Cloud documents about 1 working day for a CA-stage rejection to sync back to its console — the resubmit button may not appear during the sync. The public ICP lookup shows approved records only, not in-review status.
Can we fix and resubmit the same filing?
Yes. Correct the flagged items per the rejection comments and resubmit. Formatting errors and name mismatches come back for correction — you fix and resubmit. The exception: subject swaps (individual to unit, or entity A to entity B) are not edits — cancel and refile.
What if the reviewer's phone call went unanswered?
Tencent retries about one hour later and rejects the order if still unreachable. Alibaba Cloud expects a phone number in the filing province's range and warns that some CAs do not accept virtual-operator ranges. Invalid numbers and calls answered by someone other than the responsible person both end in rejection.
Does a rejection restart the whole timeline?
The 2–4-week submission-and-review window applies to a clean pass. Each correction round adds that full cycle on top. No separate re-review SLA is published for the website pipeline — the only way to compress total time is preparation before the first submission.
