Transfer or Cancel an ICP Filing Without Losing Your Domain

October 5, 2026

TL;DR

  • Switching providers does not require canceling. Multiple access providers coexist on one filing — add the new provider with an access filing first, then remove the old one.
  • Some things cannot change: the province and the filing subject are locked. A subject swap means cancel and refile, with the site offline in between.
  • Cancellation is one-way once SMS-verified. Skip the verification and the order auto-returns after 24 hours; complete it and the order cannot be withdrawn. Filing numbers expire immediately on approval — some provinces same-day, others 1–20 working days.

The filing's provider association moves; the domain registration stays put

Your ICP filing is registered through your hosting provider. Switching mainland hosts is not just a DNS change — it is a filing event. Done in the wrong order, the site goes offline, the domain gets flagged as unfiled, or the filing becomes an "empty shell" with no active provider.

This guide covers the three post-filing scenarios — adding a provider, changing filing details, and canceling — drawn from Tencent Cloud and Alibaba Cloud's published filing documentation. The five phases of the first filing are a separate story; this is the lifecycle after approval.

Why a provider change is a filing event

Your ICP filing ties your domain and its operator to a specific access provider. The filing information must associate with a provider — a domain not filed with the provider in use is identified as unfiled and cannot serve there.

Alibaba Cloud's monitoring system blocks unfiled domains that resolve to its mainland servers. If you move hosting to Alibaba Cloud without first adding it as an access provider on your existing filing, the domain gets blocked. Tencent Cloud enforces the same rule: switching to its infrastructure requires an access filing at Tencent before the domain resolves there. The provider-switch criterion applies at both major clouds.

This is not a DNS problem. It is a regulatory association between the filing record and the server provider — the domain registration itself stays where it is.

Scenario 1 — Adding a provider: the access filing (接入备案)

If you are adding a new hosting provider while keeping the existing one, no cancellation is needed. Both Tencent Cloud and Alibaba Cloud document that multiple access providers coexist on a single filing. Using several vendors' servers simultaneously requires no change to the original filing.

The process:

  1. Apply for an access filing at the new provider. The originally filed subject applies — subject information cannot change during an access filing, per Tencent's subject-consistency principle.
  2. Wait for approval. The new provider reviews and submits to the provincial communications administration (CA).
  3. Only then redirect traffic. Once the access filing is approved, resolve your domains to the new provider's servers.

Alibaba Cloud's documentation is explicit: add your filing to a new service provider first, then remove Alibaba Cloud from the provider list. Removing Alibaba before adding the replacement risks the filing being classified as an empty shell — a subject whose number exists but has no service or access information.

The access filing preserves your original ICP number. Nothing about the filing subject, province, or filed services changes.

Scenario 2 — Changing filing details (变更备案)

Some details on a filing can be updated. The filing subject's contact information, the website or app metadata, and the responsible person can all change through a modification request filed via the provider's console or filing mini program.

What cannot change:

What can change for domains:

Two operational constraints during the change review:

  1. The site or app must stay open and reachable for the duration of the change review.
  2. The footer must display the filing number. If the number is missing, the CA review fails. This is the same display duty from Phase 5 of the initial filing.

When a subject swap is unavoidable — entity restructuring, M&A, or a cross-province move — the only documented path is cancel and refile. The site and app go inaccessible between the cancellation approval and the new filing approval, and the refile restarts the typical 2–4-week filing clock. For that gap, a paid migration route exists (see the checklist below), and the rejection reasons that can stall the new filing apply in full — prepare documents before resubmitting.

Scenario 3 — Canceling an ICP filing cleanly: cancel service vs cancel subject

Two cancellation types exist, and confusing them is the fastest way to take down more than you intended.

Cancel service (注销服务). Removes one specific website or app filing under the subject — its filing info is removed and it can no longer resolve to mainland cloud resources. The subject and all other services remain active.

Cancel subject (注销主体). Cancels the subject and everything under it — all websites, apps, Mini Programs, and quick apps. Every filing number under that subject expires.

What happens on approval:

Channels for cancel service:

The withdrawal window. A cancellation order submitted to the CA triggers SMS verification from the Ministry of Industry and Information Technology (MIIT). If you do not complete the SMS verification, the order auto-rejects after 24 hours. This is the documented withdrawal mechanism: do not verify, and the order dies on its own.

Once SMS verification is completed, the order cannot be withdrawn. The CA reviews it in approximately 1–20 working days. A failed withdrawal attempt still results in the subject or service being canceled. Email-channel cancellations are irrevocable from the moment of confirmation.

The safe-order checklist for transferring or canceling an ICP filing

The order matters. Follow it to avoid downtime and empty-shell classifications.

  1. Add the new provider first. File the access filing at the new provider and wait for approval. Verify the new serving path before touching the old association.
  2. Remove the old provider only after. Once the new path is confirmed, drop the old association. Skipping step 1 risks an empty-shell filing.
  3. Before a subject cancellation, migrate continuing sites. File the change or access filing for any websites or apps continuing under a new subject, and back up site data, databases, and filing certificates — the stated prerequisites in the cancellation documentation.
  4. Keep responsible persons' phones reachable. The SMS verification window is 24 hours, with a maximum of 5 attempts. If the responsible person misses the window, the order auto-returns.
  5. For subject changes, consider the paid migration route. Alibaba Cloud offers an ICP filing migration service that advertises subject change and inter-subject migration with no service interruption during the process. The service runs four tiers — ¥5,000, ¥5,500, ¥6,000, and ¥6,500 per case — with increasing levels of filing service codes and managed filing-assistance sessions. It covers filings already completed at Alibaba Cloud, across all 31 provinces (Jiangxi supports export only; Tianjin inbound requires the two companies to be related). No SLA day-count is published — validity runs from purchase until the migration is approved. The no-interruption claim is Alibaba Cloud's, not independently guaranteed.

What "without losing your domain" means

The domain registration itself never moves through any of these processes. What moves is the filing's provider association and subject. The domain does not need to be registered at the hosting provider — filing attaches mainly to the server provider.

A subject with a filing number but no services or access information is classified as an "empty shell," and it follows its own separate cancellation flow.

The ICP number stays with the subject, not the provider: an access filing adds a provider association to the existing number, a change filing updates its details, and a cancellation destroys it. Plan the sequence accordingly.

Frequently asked questions

Do we have to cancel our ICP filing to switch hosting providers?

No. Multiple access providers coexist on a single filing. Add the new provider with an access filing, wait for approval, and only then remove the old provider association. Cancellation is only required when you are leaving mainland hosting entirely or changing the filing subject.

Can we move the filing to a different group company?

Not as a change request. Subject A to subject B is not supported where the enterprise license number changed. The documented paths are: cancel and refile (site offline in the gap), or use Alibaba Cloud's ICP filing migration service, which advertises no service interruption during the subject change at ¥5,000–¥6,500 per case depending on tier.

What happens to the site while a cancellation is processed?

On CA approval, the filing numbers expire immediately. Associated domains can no longer resolve to mainland servers and services shut down. Provincial timing varies: some cancel same-day, others take 1–20 working days. Migrate continuing sites before submitting the cancellation.

Can we undo a cancellation after submitting it?

Before SMS verification, yes — skip the verification and the order auto-rejects after 24 hours. Once SMS verification is completed, the order cannot be withdrawn; the CA reviews it in 1–20 working days. Email-channel cancellations are irrevocable from confirmation. A failed withdrawal attempt still ends in the subject or service being canceled.

What is an "empty shell" filing?

A filing whose provider association or services have been stripped away — a subject with a number but no active services. It happens when you remove a provider without adding a replacement first. Empty-shell subjects follow a separate cancellation flow. The fix is preventive: always add the new provider before removing the old one.
